DIRECTOR OF PUBLIC HEALTH
DISTINGUISHING FEATURES OF THE
CLASS:
The
work involves responsibility for initiating, planning, and directing a local
public health program. The Director of
Public Health reports to the
TYPICAL WORK ACTIVITIES: (Illustrative only)
Plans, organizes and directs a county-wide public health program, including the identification, influence and treatment of disease and disease trends throughout the County;
Acts as the Permit Issuing Official for regulated facilities such as restaurants, summer camps, etc.
Provides for care and isolation of cases of communicable disease when necessary for protection of the public health;
Develops and implements department wide policies on fiscal,
personnel, purchasing, and related areas;
Supervises division heads in the Health Department;
Develops and implements policy and procedure manuals for
Health Department activities in accordance with State and local law and
policies;
Directs a public health program for promotion and supervision
of water supply system and sewage disposal systems, insofar as sanitation is
concerned;
Ensures collection of fees as established by the Board of
Health from patients, persons or agencies for services rendered;
Ensures that fees collected are rendered to the chief fiscal
officer of the County;
Initiates and directs the implementation of health and
health education programs with public and private community groups throughout
the County;
Ensures the compliance with Article 6 of the Public Health
Law of New York State;
Ensures the collection and recording of information related
to births, deaths and other statistics necessary or appropriate to the
maintenance of responsive health programs throughout the County;
Coordinates department data collection, evaluation and
interpretation for the purpose of preparing budgets, proposing programmatic or
personal changes and developing grant applications;
Participates in state, regional and local professional
meetings and conferences to keep abreast of and coordinate effective health
care and services;
Participates in labor contract negotiations and ongoing
labor relations;
Prepares
and negotiates contracts for services with other agencies;
Prepares public relations material such as newspaper articles, radio and television announcements, and speaks before groups and organizations regarding the functions and activities of the Health Department;
Prepares
the department budget and monitors expenditures.

Acts as the County's Early Intervention Official
Appoints
and removes all staff of the department.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Thorough knowledge of the practices, laws, rules and
terminology of public health administration;
Thorough knowledge of current public health programs, public health trends and legislation;
Thorough knowledge of the practices, laws, rules and terminology relating to epidemiology and sanitation;
Thorough knowledge of Article 6 of Public Health Law of New York State;
Good knowledge of modern public health programs;
Good knowledge of public information and public relations
techniques;
Good knowledge of regulations governing employer practices;
Good knowledge of the grant application process and
monitoring;
Ability to understand, issue and carry out complex oral and
written instructions;
Ability to prepare budgets, operating reports and a variety
of other reports relative to program activities;
Ability to plan and supervise the work of others;
Ability to plan, organize, coordinate, administer and
evaluate the effectiveness of program plans and provision of services related
to public health;
Ability to analyze and organize data and prepare records and
reports;
Ability to maintain a high standard of professional ethics;
Physical condition commensurate with the demands of the
position.
*MINIMUM QUALIFICATIONS:
Possession of a Master's degree or higher in public health or a related field* from a regionally accredited or NYS registered college or university that demonstrates the core competencies of a public health education (Biostatistics, Environmental Health Sciences, Epidemiology, Health Policy and Management and Social and Behavior Sciences AND two (2) years of administrative experience in a health related organization or government agency that demonstrates that the candidate possesses the knowledge and skills necessary to administer public health programs including workforce and budget management, effective communication, effective establishment and implementation of policy or business goals, and compliance with legal requirements.
*Related fields include: public health nursing, health administration, community health education, or environmental health.
NOTE: All appointments to the position of Public Health Director and the appointment and arrangements for the medical consultant are subject to the approval of the State Commissioner of Health.
*The minimum qualifications for Public Health Positions are
mandated under New York State Health Rules and Regulations NYCRR Title 10.
Candidates
who do not meet the education or experience requirements of this section may be
conditionally approved for an appointment of two years by the State
Commissioner of Health with an opportunity for two additional one year
conditional renewals. Final approval of these candidates shall be contingent on
satisfactory progress in meeting a public health education or experience plan
developed in conjunction with and approved by the State Commissioner of Health.
