DISTINGUISHING FEATURES OF THE CLASS:
The
work involves responsibility for implementing a variety of programs for a
TYPICAL WORK
ACTIVITIES: (Illustrative only)
Interviews
participants to gather information necessary to assess personal, vocational
and occupational
interests and makes recommendations regarding referrals, training and other
appropriate services;
Coordinates
activities and services for participants;
Performs functions involving case management, such as
employment barrier identification, vocational/educational assessment and career
planning, provision of support services, employability plan reviews and case
file record keeping;
Makes referrals to community service agencies on behalf of the participant to assist them with the barriers to obtaining self-sufficiency;
Provides training services to participants on employability skills such as interviewing, resume writing and other related activities;
Implements and evaluates a variety of special programs offered through the Employment and Training program;
Prepares case notes and other written materials as mandated by Federal and State laws and local policies.
Performs quality assurance functions to ensure compliance with Federal, State and local rules and regulations and plan new methods and procedures for more efficient program operation;
Conducts
orientations for new program participants.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Good
knowledge of Federal, State and local laws, rules and regulations governing
Employment and Training programs;
Good knowledge of
local occupational conditions and trends;
Good knowledge of
services provided by various educational and vocational programs;
Good knowledge of
interviewing techniques;
Ability to
participate in assigned projects and lay-out work for others;
Ability to deal
effectively with the public;
Ability to understand
and follow oral and written instructions;
Ability to understand
and empathize with the needs and concerns of others;
Physical
condition commensurate with the demands of the job.

MINIMUM QUALIFICATIONS: Either:
(a)
Graduation
from a regionally accredited college or university or one accredited by the New
York State Board of Regents to grant degrees with a Bachelor’s degree or
higher; or
(b)
Graduation
from a regionally accredited college or university or one accredited by the New
York State Board of Regents to grant degrees with an Associate’s degree or
higher and two (2) years of experience in a human services field; or
(c)
An equivalent
combination of training and experience as defined by the limits of (a) and (b).
