TOWN ENGINEER
DISTINGUISHING FEATURES OF THE CLASS:
This
is professional work of considerable difficulty involving responsibility for
planning, coordinating, and directing the engineering activities of a
town. The work is performed under the
administrative direction of the Town Supervisor and Town Board in accordance
with established policies. Wide latitude
is permitted for the exercise of independent judgment in carrying out the
details of the work. The work is
reviewed through periodic conferences and reports. Supervision is exercised over the work of
subordinate employees. A Town Engineer
does related work as required.
TYPICAL WORK ACTIVITIES: (Illustrative only)
Prepares
and reviews technical reports, plans, specifications, and designs for municipal
engineering projects;
Plans,
organizes, and oversees municipal engineering and construction projects;
Prepares
and reviews contracts for engineering projects including surveys, field work,
and construction activities;
Supervises
the performance of all contracts for engineering projects;
Investigates
the availability of grant funding and prepares applications for State and
Federal reimbursement of engineering projects;
Plans
and prepares tentative budgets, allocates expenditures and disbursements, and
recommends needed appropriations for engineering projects and public work
activities;
Consults
with local governmental officials regarding planning, coordinating, and
initiating town engineering projects;
Prepares
environmental impact reports for municipal or private engineering projects;
Reviews
town water, sewer, zoning, and highway ordinances and recommends revisions;
Supervises
the work of clerical and maintenance personnel;
Meets
with the Town Board to make recommendations for future engineering projects and
the repair or expansion of existing public works;
Provides administrative assistance in the
operation and maintenance of existing public works including the water,
highway, and sewer systems.
FULL PERFORMANCE KNOWLEDGES, SKILLS,
ABILITIES AND PERSONAL CHARACTERISTICS:
Thorough
knowledge of the principles and practices of civil engineering; thorough
knowledge of modern methods and techniques as applied to the design,
construction, and maintenance of public works; good knowledge of funding
sources for municipal engineering and construction projects; good knowledge of
the sources of engineering information; good knowledge of governmental
budgetary procedures; ability to plan, develop, coordinate and oversee municipal
engineering data, arrive at logical conclusions, solve difficult problems, and
present facts and findings clearly and concisely; ability to conduct
engineering research' ability to plan and supervise the work of others; ability
to understand and carry out complex oral and written directions; ability to
communicate effectively and secure the cooperation of other; sound professional
judgment; initiative; resourcefulness; integrity; dependability; physical
condition commensurate with the demands of the position.
MINIMUM QUALIFICATION:
Possession
of a license issued by the New York State Education Department to practice as a
professional engineer is required at the full time appointment.
