DISTINGUISHING FEATURES OF THE CLASS:
This is a trainee position in the
competitive class for which candidates undergo on –the-job training to become
qualified as a Fiscal Officer.
Candidates who have successfully completed one year of permanent
competitive class service as a Fiscal Officer Trainee will advance to the
journey level title without further examination. The work involves responsibility for learning
the duties performed by a Fiscal Officer and assisting in the various aspects
of the journey level position, including analyzing and monitoring program
funds, grants and expenditures, maintains accounting systems, preparing
periodic financial reports and performing work necessary to fulfill the
position. Trainees work closely with a
higher level staff member to acquire the knowledge, skill and ability to
advance to the journey level position.
Additionally, the incumbent will attend formal and informal training
sessions. As the traineeship progresses,
trainees will be assigned progressively complex tasks and activities to be
performed independently. Does related work

TYPICAL WORK ACTIVITIES: (Illustrative only)
Works closely with a higher level staff member to learn how to perform
the proper application and use of the County accounting systems and procedures to provide complete and accurate accounting for an agency's financial transactions;
Learns how to prepare financial reports required by State laws and local rules detailing claims and expenditures:
Learns how to perform cost and budget analyses, financial forecasting feasibility studies and other accounting tasks to aid in program efficiency and effectiveness;
Learns how to prepare and monitor annual budgets as required;
Learns how to maintain ledgers and journal accounts and balance and reconcile bank statements and accounts;
Learns how to prepare periodic fiscal and statistical statements and reports for agency use, or submission to State and Federal agencies;
Learns how to assist the department head in the preparation of service contracts by collecting and preparing statistical reports;
Learns how to assist the department head or designee in the preparation of a program’s annual operating budget and application for grants by compiling and analyzing financial data;
Learns how to advise and consult with department heads and
other staff on current fiscal and reporting requirements and control of
expenditures;
Learns how to coordinate purchases for a department, verify funds are available from appropriate accounts, prepare requisitions and maintain lists of qualified suppliers;
Learns how to use a personal computer to make financial inquiries, maintain records and make financial analyses;
Learns how to coordinate the maintenance of and prepare agency financial, payroll, personnel, and attendance records;

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Good knowledge of the principles, practices and terminology
of accounting;
Working knowledge of financial administration including
budgeting, purchasing and reporting;
Good knowledge of modern office terminology, procedures,
equipment and business English;
Ability to develop
and maintain accounting systems;
Ability to prepare
and analyze complex financial records, reports and statements;
Ability to
communicate effectively both orally and in writing;
Ability to operate a
personal computer and utilize common office software programs;
Ability to perform close, detail work involving considerable
visual effort and concentration;
Ability to establish and maintain effective working

Physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS:
(a) Graduation from a regionally accredited or New York State registered college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor's degree or higher in accounting, business or public administration, economics or related field.
