DISTINGUISHING FEATURES OF THE CLASS:

This is a full time position responsible for investigating, reporting and implementing a variety of rules and regulations established to protect employee health and safety, and for the public use of municipal owned property and facilities.  The work is performed under the general supervision of the Director of Finance and Administration with wide latitude for the exercise of independent judgment.  Does related work as required.

 

TYPICAL WORK ACTIVITIES:

Reviews and keeps abreast of federal, state, and local laws, policies and procedural manuals affecting health, safety, and loss prevention;

Supervises building cleaning activities and employees;

Supervises and assigns work to employees;

Implements and coordinates training program on safety instructions for new and ongoing programs and procedures related to health and safety;

Investigates reported employee and general public personal injury accidents;

Reviews Workers’ Compensation reports;

Prepares departmental budget;

Prepares and maintains a variety of records and reports;

Orders, purchases, and maintains inventory of vaccines (i.e., Hepatitis-B, Rabies) and other mandated medications;

Purchases and maintains inventory for personal protective equipment for all city departments;

Advises supervisors, employees, and general public of existing, and changes in, safety rules and regulations;

Makes periodic reports to Safety and Management Committee, the Mayor, and Common Council and makes recommendations to establish or modify existing standards.

Plans, develops, organizes, promotes and oversees recreational and youth services, programs;

 

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:

Good knowledge of federal, state, and local regulations, rules, and laws pertaining to           health and safety; working knowledge of the city’s physical plant, programs, and   equipment;

Working knowledge of the City’s insurance and Worker’s Compensation program; Working knowledge of techniques for implementing and administering training and      safety programs;

Ability to analyze findings and implement corrective action;

Ability to communicate effectively, both orally and in writing;

Ability to compile data to prepare and maintain reports; initiative;

Good judgment; tact; physical condition commensurate with the demands of the        position.

 

MINIMUM QUALIFICATIONS:   Either:

 

a)                 Graduation from a regionally accredited or NYS registered college or university with a bachelor’s degree; or

b)                 Graduation from high school or possession of a high school equivalency diploma and four years of full-time paid experience and four years of full-time paid experience in a position responsible for overseeing or inspecting a program utilizing established  standards; or

c)                  An equivalent combination of training and experience indicated in (A) and (B) above.

 

NOTE: Education may be substituted for experience on a year-to-year basis.
