DISTINGUISHING FEATURES OF THE
CLASS: This position involves responsibility for maintaining the
official financial accounts and records of
TYPICAL WORK ACTIVITIES: (Illustrative only)
Keeps all
financial records of the Soil and Water District and keeps them in the manner
prescribed by NYS audit and control.
Does banking for the District which includes deposits, check writing,
and maintaining all balances on the savings accounts for the Board of
Directors;
Assists
with Soil and Water Conservation District programs and operating procedures
including but not limited to the following:
Tree Seedling Program, Pond Stocking Program, Soil Group Worksheets for
Agricultural Assessments, Conservation Dinner/Tours, and special projects and
grants;
Records
and maintains official minutes, prepares agendas and financial reports;
Files all
financial reports as prescribed by state and federal laws; presents a monthly
financial report to the Board of Directors; assists with yearly budget
preparation;
Maintains
general office inventories and office equipment; responsible for general
appearance of the office;
Serves as
the
Prepares a
monthly work report outlining the past month's activities for review by the
Board of Directors and the District Manager; Maintains a weekly schedule and
daily narrative;
Prepares
payroll for all employees and the Board of Directors; maintains leave records
and personnel reports;
Responsible
for all benefit programs and keeps the Board of Directors informed of all
changes and will make recommendations of coverage;
Assists
Natural Resources Conservation Services by performing administrative and
clerical duties according to USDA procedures;
Performs
other duties as assigned.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS:
Good knowledge of modern methods of keeping and checking
financial account records; good knowledge of the laws, regulations, procedures
and policies as they relate to district finances; ability to follow oral and
written directions; ability to prepare and present precise oral and written
reports; good organizational skills and time management; ability to make
decisions; good judgment; thoroughness and dependability; self-motivated;
physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS:
A.
Graduation from a regionally accredited or NYS
registered college or university with an associate's degree or higher in
Secretarial Science, Accounting, Bookkeeping, or a closely related field AND
two (2) years of full-time paid clerical experience; OR
B.
Graduation from high school or possession of a high
school equivalency diploma AND four (4) years of full-time paid clerical
experience in maintaining financial records or office procedures; OR
C.
An equivalent combination of training and experience
as defined by the limits of (A) and (B).
SPECIAL
REQUIREMENTS:
Must be appointed by a majority vote of the Board of
Directors and the appointment is at the pleasure of the Board of Directors.
Possession of a valid NYS Driver's License at time of
appointment.
