DISTINGUISHING FEATURES OF THE CLASS:

The work involves responsibility for supervising and/or participating in the performance of a variety of moderately complex accountkeeping tasks requiring either the full time or substantial part-time operation of a typewriter.  The work may require a general understanding of specific laws, rules, policies and procedures.  Incumbents work under general supervision following a prescribed routine.  Supervision may be exercised over other clerical staff.  This class differs from other classes in the series by virtue of the complexity, specialization and volume of the work performed, degree of supervision exercised and received, and typing skills required.  Does related work as required.

 

 

TYPICAL WORK ACTIVITIES:

Classifies a variety of variety of receipts and expenditures, and distributes items according to a prescribed procedure;

Supervises and participates in the posting to journal or ledger accounts from appropriation, expense, invoice, payroll receipts, voucher records and other original entry materials.

Supervises and participates in the collection of payment for and the maintenance of records on taxes, licenses, permits and/or other fees collected;

Types correspondence, reports, minutes or meetings, records, bills, purchase orders and other material;

Accounts for money collected, computes interest, issues receipts, and makes bank deposits;

Supervises and participates in the posting of accountkeeping records to computerized accounts;

Verifies and reconciles account balances according to a prescribed procedure;

Reviews and checks complex accountkeeping records and reports for arithmetical and clerical accuracy, completeness, and proper extension;

Compiles data for and prepares financial and statistical reports;

Conducts routine correspondence on matters where policies and procedures are well defined;

Trains, assigns work, and reviews the work of others in specialized accountkeeping clerical work of a unit;

Compiles data for payroll, labor, material and operational costs, inventory records and reports;

Prepares and submits a variety of State and Federal reimbursement claims;

Answers telephone, makes appointments and provides routine information; operates computing, calculating, checkwriting, bookkeeping, data entry, and other office machines;

Sorts, indexes and files requisitions, correspondence, vouchers reports and other materials.

 

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITES AND PERSONAL CHARACTERISTS:

Good knowledge of modern methods used in maintaining and checking financial accounts and records;

Good knowledge of Business Arithmetic and English; ability to follow oral and written instructions; ability to make arithmetic computations rapidly and accurately;

Ability to plan and supervise the work of others;

Ability to type at an acceptable rate of speed; ability to write legibly;

Ability to get along well with others; clerical aptitude;

A high degree of accuracy;

Physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS:   Either:

 

a)                 Graduation from a NYS registered two year college with an associate’s degree in accounting or a closely  related field including or supplemented by a course in typing; or

 

b)                 Graduation from high school or possession of a NYS equivalency diploma and one year of full time paid or its part-time volunteer clerical experience involving typing and the maintenance of financial accounts and records; or

 

 

c)                  Two years of the experience described in (B) above; or

 

d)                 An equivalent combination of training and experience as defined by the limits of (A), (B) and (C).
