                                                      SUPERINTENDENT OF PUBLIC SAFETY

 

 

DISTINGUISHING FEATURES OF THE CLASS:

This is administrative and technical work involving responsibility for planning, and directing the installation and maintenance of signal systems within the City including electric traffic control devices, municipal fire alarm systems, street markings, and various pedestrian and vehicular control signs.  The Public Safety Commission may advise, propose or review matters related to Department operations.  Supervision is exercised over all the subordinate staff of the Department.  Does related work as required.

 

TYPICAL WORK ACTIVITIES:

Plans and directs installation, operation and maintenance of all traffic control and fire alarm equipment within the City;

Recommends to the Common council the proper location of traffic control devices and appropriate ordinances for the control of vehicular and pedestrian, traffic and parking within the City;

Supervises and participates in the periodic checks of the physical and operating condition of fire alarm equipment and traffic pedestrian control devices;

Prepares specifications for the purchase of new traffic signal and fire alarm equipment;

Prepares operating and capital improvement budgets;

Prepares long range plans for the maintenance and expansion of the fire alarm and traffic signal systems;

Contracts for or directs the removal of trees endangering the public safety or affecting the public right of way within the City;

Schedules the repair or replacement of traffic signals and fire alarm equipment;

Records all fire alarms, false alarms and alarm box malfunctions;

Maintains records of all installations, tests and inspection of fire alarm and traffic signal system;

Directs the fabrication of metal vehicular and pedestrian traffic control signs and their installation;

Prepares and maintains maps indicating the location of fire alarm circuits and box location, and vehicular and pedestrian traffic control devices;

Plan and directs the painting of pavement to control vehicular and pedestrian traffic;

Responds to complaints received from the general public or others regarding the operation of vehicular and pedestrian traffic control devices.

 

 

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:

Thorough knowledge of methods of installing signal and traffic control systems;

Thorough knowledge of the maintenance and repair of traffic signals and signs;

Good knowledge of the New York State Vehicular and Traffic Law as it pertains to regulating the installation and use of traffic signs;

Good knowledge of governmental budgetary preparation procedures;

Ability to read and interpret plans, specifications and wiring diagrams;

Ability to plan and supervise the work of others; ability to maintain operational records;

Ability to prepare written and oral reports;

Willingness to work elevated above the ground;

Willingness to work in adverse weather conditions;

Physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS:   Either:

 

a)                 Graduation from a New York State registered or regionally accredited two year college with an Associate Degree in electrical technology or a closely related field and two years of experience in the installation or repair of electrical devices utilizing both AC and DC circuitry, one year of which shall have been in a supervisory capacity; or

 

b)                 Graduation from high school or possession of a high school equivalency diploma and three years of experience as  specified in (a) one year of which shall have been in a supervisory capacity; or

 

c)                  An equivalent combination of training and experience as defined by the limits of (a) and (b) above.

 

NOTE:  Education beyond the Associate Degree level in electrical technology or a closely related field may be substituted for the required non-supervisory experience on a year for year basis.  Candidates must possess at least one year of supervisory experience. 

 

SPECIAL REQUIREMENT:

 

Eligibility for an appropriate motor vehicle operator’s license issued by New York State.  Possession at the time of appointment.
