DISTINGUISHING FEATURES OF THE
CLASS:
The
work involves responsibility for overseeing and participating in the daily
operations of county public health education programs geared towards disease
prevention and/or wellness. The
incumbent is responsible for performing needs assessment, program planning,
development, implementation and evaluation, grant writing, contractual
consultation and information and referral. Work is performed under the general
supervision of a higher level administrator with leeway allowed for the
exercise of independent judgment in carrying out the details of the work.
Supervision may be exercised over subordinate staff. Does related work as required.
TYPICAL
WORK ACTIVITIES: (Illustrative only)
Administers public health education grants by researching available sources, developing and managing grants and submitting action plans, providing budget justifications and other reporting requirements;
Researches, plans, develops, implements and evaluates community based health education programs to promote public health by conducting workshops, programs and forums;
Interviews and makes hiring recommendations regarding subordinate staff;
Assigns, directs, reviews and evaluates the work of subordinate staff, volunteers and student interns;
Designs, develops and distributes public health literature,
brochures and advertising for program promotion and community education
purposes;
Writes public health press releases and articles;
Responds to public inquiries regarding public health issues;
Conducts public health training and presentations to schools, community service professionals, and agencies in the community;
Meets with a variety of
agencies to plan and implement health education, develop program
protocols and discuss contracts with outside agencies and service providers;
Drafts contracts for
public health education services and equipment and submits them to the

to develop large- scale advertising and public information efforts;
May submit reports to Federal or State regulating agencies.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:

health education;
Thorough knowledge of federal, state and local laws, rules
and regulations related to public health education;

Ability to administer a grant program involving multiple
funding providers;
Ability to plan, organize, coordinate, administer and
evaluate the effectiveness of program plans and provision of services related
to public health education;
Ability to formulate a local government needs assessment for
program areas;
Ability to prepare and monitor budgets, operating reports
and a variety of other reports relative to program activities;
Ability to deal effectively with the public;
Ability to prepare and deliver presentations in a clear,
concise and articulate manner;
Ability to understand and interpret complex oral
instructions and/or written directions;
Ability to establish and maintain effective working
relationships with others;
Ability to communicate effectively both orally and in
writing;
Ability to efficiently use software for word-processing,
spreadsheets, data sheets and desktop publishing;
Physical condition commensurate with the demands of the
position.
MINIMUM
QUALIFICATIONS: Either:
(a) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s degree or higher in Health Education, Health Science, Public Health, Health Promotion, Community Health, or Health Communications AND two (2) years of experience as a Public Health Educator; or
(b) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s degree or higher in a Education, Nursing, Epidemiology, Wellness and Fitness, or Nutrition AND two (2) years of experience as a Public Health Educator; or
(c) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s degree in Marketing, Human Services, Social Work or Psychology and two (2) years experience in health education AND two (2) years of experience as a Public Health Educator; or
(d) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Master’s degree in Public Health or Health Education and one year of experience as a Public Health Educator.
SPECIAL REQUIREMENTS:
1.
A Public Health Educator must satisfactorily complete
15 hours of continuing education in health education related topics approved by
the NYS Health Department within one year of appointment.
2. Possession of a valid
