DISTINGUISHING FEATURES OF THE
CLASS:
The work involves responsibility for supervising and performing
complex work in the application of the principles of the physical, biological
and social sciences for the detection, evaluation, control and management of
those factors in the environment which influence health. An employee in this class is responsible for
planning, supervising and carrying out aspects of one or more environmental
health programs. The work is performed
under the direct supervision of a higher level Health Department supervisor. Supervision is exercised over the work of
Public Health Sanitarians. Does related work as required.
TYPICAL WORK ACTIVITIES: (Illustrative only)
Supervises all
or part of one or more environmental health programs involving but not limited
to food service establishments, environmental lead poisoning prevention,
private and public water supplies, private sewage disposal, rodent control,
housing, public swimming facilities, temporary residences, summer camps, rabies
prevention, vector-borne disease prevention and petroleum bulk storage;
Has responsibility for specific program management including
timely permit issuance, timely and complete inspection logs and preparation of
program activity reports;
Supervises and makes public health investigations and
prepares reports and recommendations;
Studies present and proposed local regulations to determine
conformity with the State Sanitary Code and confers with local officials
regarding resolutions which do not conform;
Investigates animal bites, oversees the collection of
specimens concerning rabies infections;
Trains Public Health Sanitarians;
Teaches sanitary food handling techniques to food service
establishment personnel;
Advises Sanitarians on complaints received concerning the
assigned program area;
Investigates food and water borne diseases reported by local
hospitals, laboratories or
Health Care Facilities and initiates control measures;
Oversees the environmental lead poisoning prevention program
including collection of paint and soil
samples, training of staff, home visits, inspections and related activities;
Acts as “Food Program Supervisor” once standardized in food
inspections.
FULL
PERFORMANCE KNOWLEDGE, SKILLS, ABILIITES AND PERSONAL CHARACTERISTICS:
Good knowledge of State and local sanitary codes, laws and
regulations, Environmental Conservation Law and applicable provisions of the
Agriculture and Markets law;
Good knowledge of natural science and mathematics;
Working knowledge of public information and public relations
techniques;
Ability to inspect for and detect environmental health
problems and hazards;
Ability to analyze and organize data and prepare records and
reports;
Ability to plan and supervise the work of Sanitarians and
Public Health Technicians;
Ability to communicate effectively both orally and in
writing;
Physical condition commensurate
with the demands of the position.
MINIMUM QUALIFICATIONS: Either:
A.
Graduation
from a regionally accredited or NYS registered college, university or one
accredited by the NYS Board of Regents to grant degrees with a bachelor’s
degree including thirty (30) credit hours in the natural sciences, of which not
more than twelve (12) credit hours may be in the applied sciences, AND two (2)
years of experience as a public health sanitarian; OR
B.
Five (5) years of experience as a Public Health Technician
deemed satisfactory by the Public Health Director and completion of a public
health training course approved by the NYS Health Department AND two (2) years
of experience as a public health sanitarian.
NOTE:
Candidates qualifying under (A) above must complete a public health training
course approved by the NYS Health Department within two (2) years of
appointment.
