DISTINGUISHING FEATURES OF THE CLASS:
This is semi-skilled work in the installation, maintenance, and repair
of water mains, water services, hydrants, valves, and all other installations
of the water distribution system. This
class of positions is distinguished from laborer by the semi-skilled nature of
the work. The work is performed under
the direct supervision of the Water Distribution Maintenance Supervisor. May oversee the work of laborers. Does related work as required.
TYPICAL WORK ACTIVITIES: (Illustrative only)
Installs, maintains, replaces, and repairs water mains, valves, and fire
hydrants;
Taps water mains and installs, maintains, replaces, and repairs services
to customers;
Locates and repairs leaks in water mains and services;
Installs, maintains, repairs, and annually drains fire hydrants;
Locates water mains and services using maps and electronic sensing
devices;
Inspects, maps, and measures new water mains and services;
Operates small ditch pumps, K-12 saw, chain saws, and other small motorized
equipment;
Patches streets, sidewalks, curbs, and cellar walls with concrete or
blacktop;
Operates backhoes, dump trucks, and other motor equipment;
Performs minor maintenance to department buildings, grounds, and
equipment used in maintaining the water distribution system;
May act as crew leader;
May read and record readings of domestic and commercial water meters;
May install, repair, and inspect water meters;
May install, test and repair back flow devices;
May perform the work of a Water Treatment Plant Operator on a short-term
temporary assignment, i.e., emergency, or vacation.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Working knowledge of the practices, tools, and equipment used in the installation, maintenance, and repair of water mains, services, hydrants and valves; working knowledge of the principles of hydraulics as they relate to a water distribution system; ability to read and work from plans and sketches; ability to understand and carry out oral and written directions; skill in the operation of backhoes and other light motor equipment; mechanical aptitude; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS:
One year of experience in the maintenance and repair of plumbing of a
water distribution system.
SPECIAL REQUIREMENT: Possession of an operator's license issued by the NYS Department of
Motor Vehicles. The incumbent must
obtain a CDL Class C license issued by the NYS Department of Motor Vehicles
within six (6) months of the date of hire, and retain it.
SPECIAL NOTE: Possession of a valid NYS back flow tester certificate is required for
an employee to be assigned permissive duties related to back flow devices.

An employee assigned to permissive duties related to Water Treatment
Plant Operator is required to meet the minimum qualifications of Water
Treatment Plant Operator as follows:
A.
Graduation from
high school or possession of a high school equivalency diploma and successful
completion of an appropriate level Water Treatment Operator course; and
B.
Possession of a
Grade II-B certificate, and
C.
Grade “D”
Distribution System License.
