YOUTH BUREAU DIRECTOR
DISTINGUISHING FEATURES OF THE CLASS:
This is professional work entailing responsibility for administering the
operations of the City Youth Bureau. The
incumbent is responsible for planning, organizing, promoting and overseeing a
wide range of recreational and youth services programs. The Director is also responsible for managing
the business and financial activities of the Youth Bureau. The work is performed under the advice of the
Youth Bureau Commission. Wide latitude
is permitted to develop and administer the overall program. Administrative supervision is exercised over
professional employees and general supervision is exercise over clerical,
maintenance, and seasonal employees.
Does related work as required.
TYPICAL WORK ACTIVITIES:
Plans, develops, organizes,
promotes and oversees recreational and youth services, programs;
Plans and prepares tentative budgets, allocates expenditures and
disbursements, and recommends
needed appropriations for local programs;
Supervises all personnel engaged in the daily operations of the Youth
Bureau;
Investigates the availability of grant funding and prepares applications
for State or Federal reimbursement of
programs;
Inspects physical facilities, equipment, and the work to assess
maintenance and replacement needs of
the Bureau;
Plans, coordinates and initiates cooperative recreation programs and
youth services activities with
local governmental and private agencies:
Supervises and participates in the preparation and maintenance of a
variety of operational,
financial, statistical and personnel records and reports;
Prepares and supervises the preparation of news and publicity releases,
special exhibits and displays, radio
announcements, feature stories, and other public relations material;
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Good
knowledge of modern public relations techniques;
Good
knowledge of the principles and practices of administrative supervision;
Ability to
plan, direct, and promote a comprehensive community wide recreation and youth services program;
Ability to
perform research and to prepare detailed reports; ability to meet the public and to address groups effectively;
ability to secure the cooperation of others
Initiative
and sound professional judgment;
Physical
condition commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS: Either:
a)
Graduation
from a regionally accredited or New York State registered college or university
with a Master’s Degree in Recreation, Physical Education, Education, Sociology,
Psychology or Public Administration, or a closely related field and five (5)
years of full-time paid experience administering youth programs in recreation,
youth development, character building, delinquency preventions or similar
field, including two (2) years supervisory experience; OR
b)
Graduation
from a regionally accredited or New York State registered four year college or
university with a Bachelor’s Degree in Recreation, Physical Education,
Education, Sociology, Psychology, Public Administration, or a closely related
field and six (6) years of full-time paid experience administering youth
programs in recreation, youth development, character building, delinquency
prevention, or similar fields, including two (2) years supervisory experience;
OR
c)
An equivalent combination of training and experience as
defined by the limits of (A) and (B) above.
