Respond to complaints and conditions that exist or may become a detriment or menace to human health or interfere with the free use of property so as to cause discomfort to the community or persons in the neighborhood. Nuisances include but are not limited to rodent infestations, improper storage, disposal or transportation of garbage, exposures to domestic waste, or other problems that could have a detrimental effect on the public's health.
